賢明な人類とは、政治においても他のあらゆる分野と同様に、たとえ最大の集団であってもそれは個人の集合にすぎず、個人は幸福にも不幸にもなり得ること、そして世界中のあらゆる苦しんでいる個人は、人間の知恵の欠如や人間としての思いやりの欠如を示していることを忘れないことからしか生まれない。政治の目標は抽象的であってはならず、親が幼い子どもに抱く愛情のように具体的であるべきである。
A wise humanity, in politics as elsewhere, comes only of remembering that even the largest groups are composed of individuals, that individuals can be happy or sad, and that every individual in the world who is suffering represents a failure of human wisdom and of common humanity. The aims of statesmanship should not be abstract. They should be as concrete as the affection of parents for young children.

最大の人口の中国も、最強集団のアメリカも、狭い国土に１億以上が住んでいる日本も、個人の集合で成り立っています。個人を中心に考えずに、国家の視点でばかり物を考える習慣が根付くと、個人の不幸が見逃されがちになります。政治家は、本来ならば国民の幸福を第一に考えるべきですが、国家の繁栄と国民の幸福を同一視すると、いつの間にか国民の思いとは離れていってしまいます。それは、たとえば、石破総理が自民党の新人議員に当選祝いに10万円ずつ配ったことにも現れています。自民党の党費と言えども国民の税金が多く含まれており、庶民感覚とはかなりのズレがあります。
なお、本日のラッセルの言葉」のなかの「a failure of human wisdom and of common humanity」は字句通り訳すと「人間の知恵や共通の人間性の欠如」ということになりますが、「共通の人間性の欠如」ではわかりにくいので「人間としての思いやりの欠如」と訳しました。

When a habit of thinking solely from the perspective of the state becomes deeply rooted, without placing the individual at the center, the suffering of individuals tends to be overlooked.
Politicians ought to prioritize the well-being of the people, but when national prosperity is equated with the happiness of the citizens, political thinking can gradually drift away from the actual sentiments of the public.
This is evident, for example, in Prime Minister Ishiba’s decision to hand out 100,000 yen to each newly elected member of the LDP as a congratulatory gift.
Even if the money came from party funds, a large portion originates from taxpayers, and the act reveals a significant disconnect from the sensibilities of ordinary people.
Incidentally, in today's quote from Russell, the phrase "a failure of human wisdom and of common humanity" could literally be translated a "a failure of human wisdom and of shared human nature," but since the latter is hard to grasp in Japanese, I translated it as "a failure of human compassion."
