いまだに、各国の政策を決定する権力者たちは、この共倒れ（← mutual suicide 相互自殺）へと突き進む自滅的競争に代わる道を見出していない。人類には、誰も望んでいない大惨事を回避するだけの良識が備わっていないのだろうか？ 難しいのは、誰もそんな結末を望んでいないのに、それを防ぐために必要な対策が、人々の根深い精神的習慣とあまりにも相容れないため、その必要性を納得させるのが極めて困難であるということである。
As yet the powerful men who determine the policies of nations see no alternative to this race towards mutual suicide. Is there not in the human race sufficient common sense to avert this catastrophe which no one desires? The difficulty is that, although no one desires the result, the measures required for preventing it are so contrary to ingrained mental habits that it is very difficult to persuade men of their necessity.

要するに、「長いものには巻かれろ」の諺の精神が世界中の政治家に行き渡っているということのようです。
ラッセルの『教育と社会秩序』（1932年刊）のなかにピッタリの言葉がありますので、以下に引用しておきます。
「ある日、学校（注：ラッセルが一時期経営していた Beacon Hill School）で,中くらいの背格好の少年が自分より小柄な少年をいじめているのを見つけた。たしなめたところ彼は次のように答えた。
『自分より大きな奴が自分をなぐる、そこで私は自分より小さい奴をなぐる、公平だよ！』
この言葉によって、この少年は、「人類の歴史」を要約してみせた。
In short, it seems that the spirit of the proverb "If you can't beat them, join them" has spread among politicians all over the world. There is a passage in Russell's Education and Social Order (published in 1932) that fits this situation perfectly, so I have quoted it below.
I found one day in school a boy of medium size ill-treating a smaller boy. I expostulated but he replied: “The bigs hit me, so I hit the babies; that’s fair.” In these words he epitomized the history of the human race.
