社会にとって必要ではあっても、自宅の近くにあるのは嫌だと思われがちな、いわゆる『迷惑施設』というものが世の中にはたくさんあります。ゴミ処理場、火葬場、原発施設などが典型的ですが、デイケアセンターや小学校のような施設でさえ、場合によっては「迷惑施設」と見なされることがあります。
近くに保育園や小学校があれば、小さな子供を持つ親が喜びますが、一方では、子どもの声がうるさいとか、子どもが急に飛び出してくるのが危険だと考える人も少なくありません。
たとえば、原発施設は安全対策がとられており、日本のエネルギー不足を解消するために建設すべきだと主張する人がいます。ところが、いざ自分の家から10km圏内に建設されるとなると、猛反対することも珍しくありません。その一方で、自宅から遠いところであれば、同じ10km圏内に他人の家があっても平然と建設に賛成し、原発推進派に投票する人も少なくありません。
このように、自分の感情に“素直”で、論理を無視する（あるいは理解しない）人が多いことは、社会にとって大きな問題です。地元に利益をもたらすのであれば、他の地域に害を及ぼしても気にしない、あるいは問題が起こるまで「知らなかったこと」にしておくような態度がまかり通るのは、困ったことです。
参議院選挙が間近かに迫っています。地元への利益誘導を前面に掲げる候補者に投票しようとしている人には、その判断が本当に公共の利益につながるのか、一度立ち止まって考えてみてほしいものです。
There are many so-called "unwelcome facilities" in society -- those that are considered necessary, yet people don't want them near their homes. Typical examples include waste processing plants, crematoriums, and nuclear power plants. Depending on the situation, even facilities such as a childcare center or elementary schools -- though often welcomed-- can sometimes be regarded as unwelcome by some people in certain situations.
While many parents with small children are pleased to have a childcare center or elementary school nearby, others find children's voices noisy or worry that children might suddenly run into the street, causing safety concerns.
For instance, some people argue that nuclear power plants, with their safety measures in place, should be built across the country to solve Japan's energy shortage. However, when a plan is announced to build one within 10 kilometers of their own home, they often strongly oppose it. On the other hand, if the proposed site is far from their residence -- even if it's within 10 kilometers of someone else's home -- they may have no problem supporting the project or voting for pro-nuclear candidates.
This kind of behavior -- being "honest" with one's feelings while ignoring (or failing to understand) logical consistency -- is a serious problem for society. It's troubling that so many people are willing to support policies that benefit their local area while disregarding the harm such policies might cause to other regions, or choosing to turn a blind eye until problems arise.
With the House of Councillors election just around the corner, I hope that those planning to vote for candidates who promise local benefits will take a moment to reflect on whether their decision truly serves the public good.
