Wikipedia による「民主主義」の定義は次のようになっています。
「民主主義とは、国民が主権を持ち、政治に参加するシステムのことです。具体的には、国民が直接または選挙で選ばれた代表者を通じて、政治的意思決定を行う統治制度を指します。」たとえ国民主権が憲法で保証されていたとしても －－たとえば国民総背番号制のもと、病床からでも電子投票が可能になる状況でない限り－－ すべての問題について国民全員が直接投票することは現実的に不可能です。そこで、どうしても代議員（国会議員など）を選出し、その代議員による多数決で重要な事項が決められていく仕組みになります。
しかし、多数決で決まる事項のなかには、国民が自らの首をしめるような決定も出てくる可能性があります。
なかでもやっかいなのは、「国民の全員には関係しないが、国民の一部にとっては切実な問題」の取り扱いです。個々の国民は、常に多数派に属することはなく、いかなる国民も何らかの問題においては必ず少数派に属します。そのことをよく理解していないと、不幸な決定がなされ、それに気づかないまま時間が過ぎてしまうこともありえます。
たとえば、退職した人々は時間的余裕があるので、年金問題など自分たちに関係する事柄には注意を払い、必要に応じて声をあげます。一方、現役世代の人々は日々仕事に追われ、自分に直接関係ない問題には関心を持ちにくく、将来自分たちに深く関係してくる制度が、知らない間に決まってしまうこともあります。そして、「こんなこと、いつ決まったのか！」と驚く事態もでてきます。
このようなことに気づくようになれば、「本日のラッセルの言葉」にある次の一節の意味もよく理解できるようになるでしょう。

As a result, it inevitably becomes a system in which representatives (such as members of parliament) are elected, and important matters are decided by majority vote among them.
However, some of those decisions made by majority vote may amount to the people tightening a noose around their own necks.
One particularly difficult issue involves matters that do not affect the entire population, but are critically important to a specific segment of it. No individual citizen always belongs to the majority; everyone, in some issue or another, inevitably finds themselves in the minority.
If people fail to recognize this reality, unfortunate decisions may be made -- and time may pass before anyone even notices.
For example, retired individuals, having more free time, tend to pay attention to issues that affect them, such as pension policy, and are ready to raise their voices when necessary.
In contrast, working-age people are often too busy with their daily lives to pay attention to matters that don't directly concern them. As a result, policies that will significantly affect them in the future may be decided without their awareness. Then comes the moment of surprise: "When was this decided?!"
Once people become aware of such dynamics, they will better understand the meaning of today's "Russell's Quote of the Day":
