I re-wrote my Fellowship dissertation, and got it accepted by the 
Cambridge University Press, who published it in 1897 under the title An
 Essay on the Foundations of Geometry. I subsequently came to think 
this book much too Kantian, but it was fortunate for my reputation that
 my first philosophical work did not challenge the orthodoxy of the 
time. It was the custom in academic circles to dismiss all critics of
 Kant as persons who had failed to understand him, and in rebutting 
this criticism it was an advantage to have once agreed with him.

　しかし、私達がこれまで考察してきた動機の影響力は大きいとはいえ、それ
ら全てを凌駕するものが一つある。それは権力への愛である。権力愛は虚栄心
と非常に近いが、決して同じものではない。虚栄心を満足させるために必要な

But great as is the influence of the motives we have been considering,
 there is one which outweighs them all. I mean the love of power. Love
 of power is closely akin to vanity, but it is not by any means the 
same thing. What vanity needs for its satisfaction is glory, and it is
 easy to have glory without power. The people who enjoy the greatest 
glory in the United States are film stars, but they can be put in their
 place by the Committee for Un-American Activities, which enjoys no 
glory whatever. In England, the King has more glory than the Prime 
Minister, but the Prime Minister has more power than the King. Many 
people prefer glory to power, but on the whole these people have less
 effect upon the course of events than those who prefer power to glory.
 When Blucher, in 1814 , saw Napoleon’s palaces, he said: “Wasn't he
 a fool to have all this and to go running after Moscow.’’ Napoleon,
 who certainly was not destitute of vanity, preferred power when he 
had to choose. To Blucher, this choice seemed foolish. Power, like 
vanity, is insatiable. Nothing short of omnipotence could satisfy it
 completely. And as it is especially the vice of energetic men, the 
causal efficacy of love of power is out of all proportion to its 
frequency. It is, indeed, by far the strongest motive in the lives of

　「政府の立場から見た 民主主義の利点の一つ」

　民主主義の利点のひとつは、政府の立場から見れば、平均的な市民をより欺
きやすくするという点である。なぜなら、平均的な市民は政府を「自分たちの
政府」とみなしているからである。... 民主主義体制では、多数派が政府に反
対するためには、自分たちが、以前選んだ指導者を良いと考えたのは誤りだっ
たと、まず自ら認めなければならないが、それは困難なことであり、不快なこ
とである。

view, is that it makes the average citizen easier to deceive, since he
 regards the government as his government. ... In a democracy, a

＜寸言＞
　「国民の声」という言葉が、政治家によっても有権者によっても、よく使わ
れます。しかし、国民の意見は多様であり、どの声を代表的な「国民の声」と
みなすかは人によって異なります。
　石破政権は、国民の厳しい生活を少しでも和らげるために「給付金」を配る
と、繰り返し表明しています。しかし、実際の給付は早くても来年初めとされ
、経済が回復すれば税金として「回収」する予定とされています。このため、
どの程度、期待してよいかは、定かではありません。
　さらに、給付金の遅れについて、政府は「すぐにでも給付したいが野党が必
ずしも協力的でない」と説明していますが、これは「給付金を早く配ってしま
ったら、国民からさらなる要求がでるため、あえて遅らせいるのではないか」
という疑念も払しょくできません。
　現在（2025年８月）、石破政権の支持率は過去最低レベルです。支持率は高
いに越したことはないですが、支持率が高い場合にも問題があります。「本日
のラッセルの言葉」でラッセルが指摘するように、支持率の高さが批判精神の
低下や権力の長期化につながることがあるからです。
　たとえば、安倍政権は当初高い支持率を背景に長期政権を維持しましたが、
森友問題や裏金問題などが後に明らかになりました。しかし、安倍総理が銃弾
によって倒れたために、本人が森友問題や裏金問題にどれだけ関係していたか
は、解明が困難な状態になってしまいました。また、安倍総理を批判すると国
民の保守層の支持を失いかねないため、かなりの数の自民党議員は、「安倍総
理の周囲には問題の多い議員がいたが、本人だけは清廉潔白だった（いわゆる
掃き溜めに鶴）」ということにしたいようです。

The phrase "the voice of the people" is frequently used both by 
politicians and by voters. However, public opinion is diverse, and 
which voices are regarded as the representative "voice of the people"
 varies from person to person.
The Ishiba administration has repeatedly stated that it will provide
 "cash benefits" in order to ease the hardships of the people's lives,
 even if only slightly. However, the actual distribution is said to 
take place no earlier than the beginning of next year, and the plan is
 to "recover" the funds through taxation if the economy improves. 
For this reason, it is uncertain how much people should truly expect.
Furthermore, regarding the delay in providing the benefits, the 
government explains that it "wishes to make the payments immediately,
 but the opposition parties are not necessarily cooperative." Yet this
 does not dispel the suspicion that the real reason for the delay is
 to avoid giving the benefits too quickly, which might prompt the 
public to make further demands.
As of August 2025, the Ishiba administration's approval rating is at a
 historic low. While it is certainly better for approval ratings to be
 high, high ratings also have their downsides. As Bertrand Russell 
points out in "Today' s Russell Quote," high popularity can lead to a
 decline in critical thinking and the prolongation of power.
For example, the Abe administration initially enjoyed high approval 
ratings, which allowed it to maintain power for a long time. However, 
scandals such as the Moritomo Gakuen affair and the slush fund issue 
later came to light. The assassination of Prime Minister Abe made it 
extremely difficult to determine the extent of his involvement in these
 issues. Moreover, since criticizing him could risk alienating 
conservative voters, a considerable number of LDP lawmakers seem eager
 to maintain the narrative that, while there were many problematic
 figures around him, Abe himself was pure and incorruptible -- what 
in Japanese is sometimes called "a crane in a garbage heap."

　商業施設の場合は、この時期、余り冷房が効いていないと買い物客の不評を買う
ので、少しきつすぎるくらい冷房を効かせているように思われます。図書館なども
多くの人が長めに滞在するので、冷房を効かせているところが多いと想像しますが
、長居できないほどには寒くはしていません（していないようです）。

　職場で冷房が効きすぎて体調をくずす女性が昔は多くいました。最近は、女性の
意見をとりいれて、冷えすぎに注意しているでしょうが、従業員の中の女性の比率
が低い職場では、それほどの配慮がなされていないかも知れません。

　私の場合は、暑かったり寒かったりする時期はあまり外出しないので、冷暖房は
それほど気にならないですが、それでも、建物に入ったり出たりするごとに、寒暖
の耐久テストを受けているように感じます。今のところこのテストにパスしていま
すが、いずれ、テストに合格せずに「不良品」扱いされることになるかも知れませ
ん。
　シルバー資本主義に対しては、一部の若年層から厳しい声が聞こえてきますが、
うまく住み分ければ、両立するはずです。閑話休題（松下）

In the case of commercial facilities, at this time of year, if the air 
conditioning is not strong enough, they risk complaints from shoppers. 
As a result, they tend to keep it running a little too cold. I imagine 
that libraries, too, where many people stay for longer periods, generally
 keep the air conditioning on, but not so cold that it drives people away
 (or so it seems).

In the past, there were many women in workplaces who fell ill from 
excessive air conditioning. These days, I suppose more attention is paid
 to avoiding overcooling, taking into account women’s feedback. However,
 in workplaces where the proportion of women is low, such consideration 
may not be given much weight.

As for me, I rarely go out during seasons when it is either too hot or 
too cold, so I am not particularly bothered by heating or cooling. Still,
 every time I go in and out of a building, I feel as if I am being 
subjected to a temperature endurance test. So far, I have managed to pass
 this test, but one day, I may fail and be deemed “defective.”

Some young people voice harsh criticisms of “silver capitalism,” but I
 believe it can coexist with the rest of society if we find a way to live
 in separate spheres. But I digress.
