　科学は因果関係を理解させる種類の知識であり、基礎的知識の結合である。
科学は事実に対し、観察、仮説、実験、験証、公理という手続をへて証明され
た確実な知識を与える。
　科学には、験証された一般法則（真理）を求める科学的気質と一般法則を実
地に活用する科学技術とがある。科学技術の実用上の利益は甚大であるが、人
間が愚鈍であると、科学技術は、人間への重大な公害源となる。
　現代科学は自然を巧みに扱う力を人類に与えたが、良き科学文明を目差すに
は、知恵が加味された科学技術の活用でなければならない。
　知恵とは、人間の生きる目的を正しく考える心の働きのことで、科学には提
供できないものである。科学は人間の目的に役立つ一つの重要な要素であるが
、科学の発達のみに依存しても、知恵は獲得できない。哲学には人間に知恵を
与える役割がある。

( Science, as its name implies, is primarily knowledge ; by convention
 it is knowledge of a certain kind, the kind, namely, which seeks 
general laws connecting a number of particular facts. Gradually, 
however, the aspect of science as knowledge is being thrust into the
 background by the aspect of science as the power of manipulating 
nature. It is because science gives us the power of manipulating 
nature that it has more social importance than art. Science as the 
pursuit of truth is the equal, but not the superior, of art. Science

In considering the effect of science upon human life we have therefore
 three more or less separate matters to examine. The first is the

demands. Science as knowledge of course underlies the other two, since
 all the effects which science produces are the outcome of the 
knowledge which it provides. Man hitherto has been prevented from 
realizing his hopes by ignorance as to means. As this ignorance 
disappears he becomes increasingly able to mould his physical 
environment, his social milieu and himself into the forms which he 
deems best. In so far as he is wise this new power is beneficent ; in
 so far as he is foolish it is quite the reverse. If, therefore, a 
scientific civilization is to be a good civilization it is necessary
 that increase in knowledge should be accompanied by increase in 
wisdom. I mean by wisdom a right conception of the ends of life. 
This is something which science in itself does not provide. Increase
 of science by itself, therefore, is not enough to guarantee any 
genuine progress, though it provides one of the ingredients which

　「賄賂に抵抗する人・できる人」

　ヘロドトスは(も),スパルタ市民で賄賂に抵抗できる者はまったくいなかっ
たと述べている。ギリシア全土を通じて，ペルシヤ王から賄賂をもらったとい
うことで政治家に異議を唱えても無駄であった。なぜなら，自分の政敵も，も
し買収するだけの価値をもつほど権力を持つようになれば，やはり賄賂をとっ
たからである。その結果いたるところで，個人的な権力の奪い合いが起こり，
その争奪戦は，収賄や路上での喧嘩や暗殺によってなされた。このような事柄
においては，ソクラテスやプラトンの友人たちは,最も無節操な者であった。
最終的な結果は，誰もが予見できたように，外国の強国による（ギリシアの）
征服であった。

Herodotus states that no Spartan could resist a bribe. Throughout 
Greece, it was useless to object to a politician on the ground that he
took bribes from the King of Persia, because his opponents also did so
 if they became sufficiently powerful to be worth buying. The result 
was a universal scramble for personal power, conducted by corruption, 
street fighting, and assassination. In this business, the friends of 
Socrates and Plato were among the most unscrupulous. The final 
outcome, as might have been foreseen, was subjugation by foreign 
Powers.

　賄賂（贈収賄）は古今東西どこにでもあった（ある）が、菓子折りの下に隠
して渡すやり方は日本独自（の文化）かも知れない。政治資金という形式もあ
るが・・・。

　編集後記　今週の３つの小話 −「中野教授は７月９日頃にコロナ感染のピ
ークと主張」「大学入試新システム Japan e-Portfolio の運営許可取消？」
「トランプ氏、替え玉受験の過去があった!?」
━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━━

★小話１：「中野教授は７月９日頃にコロナ感染のピークと主張」

　検査を増やせば感染者報告数が増え、少しさぼれば報告数が減るというのは
確かだが、陽性率もかなり上がってきていることから、「若い人が増えている
だけで、死者数は減っており（あるいは増えておらず）心配する必要はない」
という意見は納得できない。

　国（西山大臣）と東京都（小池知事）との意見調整は必ずしもうまくいって
おらず、国（西山大臣）は予定通り7月22日から「Go to キャンペーン」を実
施し、国内旅行を増やすことによって経済を上向きにさせようとしている。

　一方、小池都知事は東京都から他府県への移動は「遠慮するように」呼びか
けている。これに対し、菅官房長官や西村大臣は「不快感」をもろに表し、移
動制限を呼びかける必要はないとしている。
　感染者数の報告が急増したのは、もしかすると、小池タヌキ知事が西村キツ
ネ大臣にあてつけのために検査数をわざと増やした？ためかも知れない。

　ところで,阪大核物理研究センターの中野教授は新しい指標のK値というのを
提示し、今週(７月９日頃)感染者数のピークがきそうだと言っていた(WBSでも
紹介していた)。とてもそのようには思われないが・・・？
　中野教授は軌道修正をはかるか、それとも本当にしばらくしたら減っていく
だろうか？
　Ｋ値を改良し、今後はK2値(カラコルム山脈)を使いますとかいったりして・
・・(笑)

★小話２：「大学入試の新システム Japan e-Portfolio の運営許可取消？」

「去年から一般社団法人の教育情報管理機構に運営が任され、今年度の入試か
ら本格的に導入される予定でしたが・・・入試に利用する大学が少なく、財政
上の安定が見込めないことなどから、文部科学省が運営許可を取り消す方向で
調整していることがわかりました。・・・このシステムをめぐっては、生徒が
ポータルサイトを利用する時に、教育産業大手のベネッセコーポレーションの
ＩＤを取得する必要があることが明らかになり・・・」

→　天下り団体の「◯◯機構」とベネッセが中心となっている。経産省のマネ
をしたのか、多くの省庁で同じようなことをやっている。

　そんなシステムより、Japan e-Politician というシステムを作り、各政治
家に当選した後に何をやったかを毎月入力させ、国民の代表からなる審査機関
で一人ひとりチェックし、その審査結果を国民に広く公開するとよい。

　特許取得済みの「政治家評価システム」（下記のページ参照）というのがあ
るが、そんなシステムは、政治家が国会に提出して可決するはずはないであろ
う。

★小話３：「トランプ氏、替え玉受験の過去があった!?(また暴露本)」

「トランプ氏は、大学受験にあたっての共通適性試験（SAT）で人にお金を払
って代わりに受けてもらう「替え玉受験」をした、ということだ。トランプ
氏はこれで高いスコアを得て、ペンシルベニア大学ウォートン校に合格した
という。トランプ氏はしばしばウォートン校で学んだことを自慢し、「超天才
の学校」「世界最高」などと語っている。」（トランプの姪の暴露本から）
