　第４章　観念論への脇道　n.1

　J. S. ミル以外の職業哲学者（注：professional philosophers 哲学の著作
や講義などで生計をたてている専門の哲学者／別の職業をもって哲学をやって
いる者は市井の哲学者）とその著書において知るようになったのは、また、
直接に会ったのは（in person）、1890年10月（注：ラッセル18歳）にケンブ
リッジ（大学）に行ってから（入学してから）が初めてのことであった(注：
 not until 〜になっって初めて）。（大学入学後の）最初の３年間は自分の
時間の大部分を数学にあてなければならなかったけれども、かなりの量の哲学
書の読書と大量の哲学上の議論をなんとかやり抜くことができた（managed
to get through)。(オクスフォード大学の学寮の一つである）マートン学寮の
哲学教員(don／オクスフォードとケンブリッジの教員のことを"don"と呼称）
でブラッドリの弟子であったハロルド・ヨアキム（Harold Joachim）はハスル
ミア（注：Haslemere：英国サリー州ウェイバリー地区の町）における我々の
隣人で、私の叔父の義兄弟となった。私は哲学に興味をもっていることを彼に
話した。すると彼は、大変親切にも、読むべき書物のリストを私にくれた。そ
のリストのなかで二つの項目(items）だけを今でも記憶している。一つはブラ
ッドリの『論理学』であり、良書であるが難解だと彼は言った。もう一つはボ
サンケー(Bernard Bosanquet）の『論理学』であり、もっと良いがもっと難解
だ、と彼は言った。おそらく彼は驚いたことだろうが、彼がくれたリストの本
を，私はどんどん読み進めた。しかし、私のこの哲学書の読書は偶然の出来事
によってしばらくの間中断された。1892年の始めに、私は軽いインフルエン

Chapter 4: Excursion into Idealism, n.1
It was not until I went up to Cambridge, in October 1890, that I came
 across professional philosophers other than Mill, whether in their
 books or in person. Although during my first three years I had to 
give the bulk of my time to mathematics, I managed to get through a 
fair amount of philosophical reading and a large amount of 
philosophical arguing. Harold Joachim, a philosophy don at Merton and
 a disciple of Bradley, was our neighbour at Haslemere and became my
 uncle's brother-in-law. I told him of my interest in philosophy, and
 he very kindly gave me a list of books to read. I remember only two
 items in the list: one was Bradley's Logic which, he said, was good
 but hard; the other was Bosanquet's Logic which, he said, was better
 but harder. Probably to his surprise, I proceeded to read the books
 on his list. But my reading of philosophy was interrupted for a time
 by an accidental occurrence. At the beginning of 1892 I had a slight
 attack of influenza which left me for several months completely 
without energy or interest in anything whatever. My work at this time
 was bad, and, as I had not told anybody about the influenza and its
aftermath, it was supposed that reading philosophy was what had spoilt
 my mathematics. James Ward, whom I had consulted as to what I should
read, sent for me and told me that a Wrangler is a Wrangler. From this
 instance of the law of identity he drew the inference that I had 
better read no more philosophy till after my mathematical Tripos, with
the result that I did not do so badly in it as had been feared when he 
gave his advice.

　この不幸は親が実に単純なことを認識しないことにより生じる。つまり人間
は２歳を超えれば何歳であっても,自分よりはるかに年上やずっと年下の人間
よりも,同年代の人間と付き合いたがるものである。20代の人間が70歳の老人
と交際しても面白くない。60歳の女性は,19歳の娘にいつもそばにいてもらい
たいとは思わない。他のいかなる場合においてもこのことは真理であるが,親
と子の場合はこの真理が無視される。この原因は生理的なものである。即ち,
子供は常に動き回り,たえず物音を立てていたいのに,大人は筋肉と神経とも
休息が必要である。

　This trouble is caused by failure to recognise a very simple fact,
 namely, that, at all ages beyond the second birthday, people prefer 
the society of their contemporaries to that of people much older or
 younger than themselves. Men and women between the ages of twenty 
and thirty do not enjoy the company of old people of seventy. Woman of
 sixty do not wish to be perpetually accompanied by girls of nineteen.
But in the case of parents and children this rule is ignored, although
 it is quite as true in any other case. The causes of this are 
physiological; children need constant movement and almost constant
 noise, whereas adults need rest for muscles and nerves.

　The home may have been a perfect environment for the child when the
 home was a farm in the country and the child was one of ten. But when
 the home is a small urban apartment and the child has at most one 
brother or sister, the matter is otherwise. In the case, while 
children and parents are likely to love one another if they are apart
 most of the day, they will be perpetually on each other's nerves if
 they have to be cooped up together from morning till night. 
The resulting friction is irritating to parents and disastrous to 
children.

　すべての文明国の学校は,いまだに,教育の最重要な役割は'知識の習得'であ
るという時代遅れの考え方に基づいている。国家は,年少者に九九の表や1776
年に起こった歴史的事実を覚えさせるのに多大な努力をしている。

　The schools of all civilised countries are still based upon the 
entirely antiquated notion that the most important part of education 
is the acquisition of knowledge. The state takes enormous pains to 
cause its juvenile citizens to know the multiplication table and what
 happened in 1776.
　Far be it from me to decry such accomplishments, but the training of
 character seems to me of even greater importance. Now character is
 mainly determined before the age of six, when schooling begins. 
If the state understood modern child psychology it would make all 
children go to nursery school from the age of two onward.

　保育学校では,子供は,子供に安心感を与える大人に影ながら見守られた,子
供たち（だけ）からなる環境をそこに見いだすだろう。保育学校では,警戒す
べき危険は最小限にとどめられるだろう。神経が細かくゆきとどいた環境が

　There the child would find an environment composed of other 
children, with a grown-up in the background who would unobtrusively
 give a sense of safety. There would be a minimum of dangers to be
 guarded against; and there would be as few things forbidden as a 
carefully arranged environment would make posible.
　In the evening the children would return home, their parents would
 love them and they love their parents, and all would be well. Even 
the fondest wife is glad that her husband is out at business most of
 the day, and mothers have need of relief quite as much as wives.

　戦争の危険（リスク）は，ある種の群集心理を引きおこし，こんどは逆に，
この種の群集心理が −それが存在する場合− 専制政治の可能性(likelihood)
や戦争の危険を増大させる。従って，我々は社会を最も集団ヒステリーにかか
らないようにする教育を，また社会を最もうまく民主主義を行わせるようにす
る教育を熟考しなければならない。

The risk of war causes a certain kind of mass psychology, and 
reciprocally this kind, where it exists, increases the risk of war, as
well as the likelyhood of despotism. We have therefore to consider the

編集後記　65歳退職後「2000万くらい貯金ないと年金だけでは暮らせません」

　「老後2000万円くらい貯金がないと家計が破綻する可能性大」、従って
「国民はそうなる前に自助努力をして資産形成を行うことが望まれる」とい
ったニュアンスの報告書（市場ワーキング・グループ報告書「高齢社会にお
ける資産形成・管理」　2019年6月3日付」）を金融審議会のＷＧが財務大臣
宛に提出した。

　当初麻生財務大臣・副総理は(2000万円くらいなければいけないのはあた
りまえじゃないかと言った感じで）質問する記者に気楽に受け答えしてい
た。（総理や官房長官も内容に異論はないようであった。）

　しかし、「老後2000万円ほどないと・・・」という内容に、「百年人生で
も安心の年金制度を整備する」と言っていた政府の約束と余りにもかけ離れ
ているということで国民の不満が高まりつつあることにビックリ。これでは
参院選を戦えない、この報告書は財務大臣は受け取らないようにしようと、
総理と菅官房長官で話し合って決定。余り内容を気にしていなかった麻生財
務大臣を説得。自民党幹事長も、公明党の代表も、そろってこんなんじゃ選
挙を戦えない、どうしてこんな報告書をださせたんだ、とカエルの大合唱。

　政府も自民党もほとんどの政治家がこの報告書の内容に異論はないであろ
うが、そんなことは認めるわけにはいかない。本来なら、厳しい現実を認識
して、大企業や富裕層優遇をやめ、非正規などの弱者を大量に産み出すよう
な政策はやめる必要がある。そうして、多くの国民が働けるうちは働くとし
ても、病気などで働けなくなったら、年金だけでなんとか暮らしていけるよ
うな政策を立案するのが政府の役割なはず。しかし、実際は「報告書はなか
った」ことにして、とりあえず参院選が終わるまでは、年金制度は今のまま
で維持できるという受け答えに終始しようと示し合わせたようである。選挙
が終わり、与党が「大敗」しなかったら、小泉進次郎にでも報告書の内容を
議論すべきだと言わせて、国民に現実を知らせることにしよう、という魂胆
か？

　やはり権力を握り続けることが第一なのであろう。公明党も権力の一端に
いる心地よさから、野党時代だったら考えられないような対応ぶりをしてい
る。そういった政治を許している国民にももちろん責任がある。(松下彰良)
