政治理論が考慮しなければならない中心的な事実は、社会集団の性格に関係している。集団は、様々な面で異なる可能性がある。その中で、最も重要なのは、結束の原因、個人に対する集団の統制の強度、規模、及び、統治形態である。このことから、権力の問題及びその集中と分散の問題へと導かれる。そうして、その問題は、おそらく、政治理論全体の中で最も重要なものであろう。この問題の難しさは、権力を集中するための（集中しなければならない）技術的な理由があるという事実から、しかし（＝集中しなければならないが）、権力を持つ者はほとんど必ずといってよいほど権力を濫用するという事実から、生じる（のである）。
The central group of facts of which a political theory must take account is concerned with the character of social groups. There are various ways in which groups may differ. Among these, the most important are: cause of cohesion, purpose, size, intensity of the control of the group over the individual, and form of government. This leads to the question of power and its concentration or diffusion, which is perhaps the most important in the whole theory of politics. The difficulty of the question arises from the fact that there are technical reasons for concentrating power, but that those who have power are almost sure to abuse it.
